I translate operational needs, public law, and institutional constraints into contracts government can act on—and defend.

01 / Portfolio

The county through one procurement officer.

Across 12 years in county government, regional planning, and transit, I have managed the full acquisition lifecycle: planning, solicitation, evaluation, fair-and-reasonable analysis, negotiation, award, administration, amendments, performance, and closeout. The public record under my name moves from health programs to landfill engineering, from law-enforcement data to library connectivity, and from transit operations to multimillion-dollar professional-services portfolios.

Selected proof.

02

Emergency acquisition

Prepared the single-source justification for Palomar closed-landfill emergency remediation after analysis with County Counsel, technical staff, and senior leadership.

03

Federal + transit compliance

FTA Procurement Certificate Program and National Transit Institute coursework, supported by direct NCTD and SANDAG procurement experience.

04

Pricing + performance

Cost and price analysis, negotiation, vendor performance, and contract structures for requirements where simple unit pricing did not reflect operational or market reality.

Selected workPalomar closed-landfill emergency
“How fast can we lawfully fix this, and how do we leave a record that will still make sense after the emergency has passed?”

A failed detector and control system created a potential subsurface combustion risk at a site the County was legally obligated to monitor. Ordinary work at that scale might have required public-works bidding, A&E procurement, labor-compliance review, task-order limits, and advance Board approval. The emergency did not erase those requirements. It made identifying the lawful path through them urgent.

I prepared the single-source justification supporting remediation after analysis with County Counsel, technical staff, departmental leadership, procurement leadership, and the office of Supervisor Terra Lawson-Remer.

The work was recognized by County Supervisor Terra Lawson-Remer as “thorough, thoughtful, and helpful.”

04 / Current work

Procurement analysis in public.

The same questions recur across sectors: What is actually being bought? Who has leverage? How is the price supported? Which rule governs? Does the contract structure advance the public goal—or quietly defeat it?

Digital access · Software licensing

OverDrive, Libby, and the public cost of digital lending

Analyzing library e-book and audiobook licensing as a public software acquisition: per-circulation economics, license duration, price stability, procurement records, platform leverage, and the market structure behind what patrons can borrow.

  • Contract and pricing research
  • Fair-and-reasonable analysis
  • Licensing and term structure
  • Public purchasing leverage

Federal funding · Market participation

DBE policy from goal to procurement structure

Examining whether disadvantaged-business participation is supported by the actual solicitation: scope design, task-order structure, evaluation criteria, incumbent advantage, outreach, technical assistance, and the economic reality of performing the work.

  • 2 CFR Part 200 and funding context
  • Solicitation and evaluation design
  • Small-business entry points
  • Competition and implementation

07 / Services

Bring me the procurement, the proposal, or the impossible process.

I support public agencies, firms pursuing public work, organizations, and individuals who need the record reconstructed, the governing process identified, and the next document made usable.

Procurement is not simply the department that buys things.

It is part of the substrate of a functioning society: the largely unseen work beneath the ordinary comforts people should be able to take for granted.
